Title Law Associates™ [TLA] is a small boutique firm specializing in title insurance coverage issues and coverage dispute resolution. We provide comprehensive title related services to the legal community and the title insurance industry. These services are performed or coordinated by William C. Hart.
 
Case and Article Service
 
Title Law Associates™ has a proprietary software Title Library Database [TLD] which includes:
  • over 30 years of title insurance cases nationwide;
  • 50 years of Title Counsel Meeting Minutes and Meeting Agenda Items;
  • 21 years of PLI Seminar Material;
  • numerous real estate law and title industry articles and publications; 
  • Real Estate Law Digests and State Digests of Real Estate Practices;
  • Sample Policy and Endorsement Form Coverage Options including the minimal prerequisite underwriting requirements and guidelines which must be completed before such coverage may be provided. Available sample forms include ALTA, CLTA, FLTA, NJRB, OLTA, TIRBOP (PA), TIRSA (NY) and other state specific form endorsements;
Copies are available to clients and customers via regular mail, fax or federal express at a nominal charge.
 
Closing Services
 
Title Law Associates™ will accept offers from all commercial title underwriters to represent them at the closing table for any and all commercial transactions which may close in New York City where the underwriter believes it is essential that an experienced former senior commercial title underwriter be present. Coverage Issues and Options
 
Having been employed as a senior underwriter for many years Mr. Hart's and Title Law Associates™ focus is  on advising attorneys and agents on policy coverage and risk issues. We believe that understanding the nature of the transactions is essential to the measure of the risk! Our Title Library Database [TLD] and title industry experience enable us help lawyers maximize the benefits of their clients title insurance coverage. We will provided second opinions and alternative suggestions on title insurance coverage issues when lawyers are in the process of negotiating title insurance coverage for their clients. We offer these same services prior to entering into title insurance coverage negotiations with your commercial underwriter.
 
Educational Services
 
TLA is committed to sponsoring and participating in educational services provided for the benefit of the title insurance industry and the legal community, particularly newly admitted law firm Real Estate Associates. Mr. Hart has written and lectured extensively on real estate titles and title insurance principles for numerous real estate, title and banking groups and served as a course planner for numerous title insurance seminars sponsored by various state title and trade associations.
 
In the fall of each year beginning 2001 we offer to all law firms free of charge a 5 hour/5 day seminar program on the basics of title insurance for their new real estate associates. Attendees may expect to receive extended written materials culled from the TLA Title Library Database on such matters as endorsement coverage, options and forms; risk recognition; the difference between "standard" and "extended" policy coverage; reinsurance considerations and concerns; and lectures on the following:
  1. commitment to insure;
  2. the nature of the basic underwriting risk;
  3. standard v. extended coverage - some considerations;
  4. insuring over general or special exceptions;
  5. the nature of the information which affects the issuance of a title insurance policy;
  6. the identity and nature of the insured as affecting the issuance of a title insurance policy
Much of the material set forth on the TLA Website will be reviewed in greater depth and we will continue to provide our customers with the most comprehensive and current information on matters relating to changes in title industry forms, standards, trends and regulatory issues. Expert Testimony
 
Mr. Hart provides testimony as an expert witness on title searching, examination and underwriting practice. His opinions reflect more than 30 years of staff employment experience within the title insurance industry, having worked directly in the States of Florida, New Jersey, New York, Pennsylvania and Texas.

    Phone and DIRT Inquiries
     
    Mr. Hart accepts phone and DIRT inquiries regarding title insurance coverage issues. No charge is incurred for questions which can be answered immediately or by fax of material from the TLD or any of the foregoing publications. In other cases research time is billed at $185 per hour. Each call time entry reply contains a claim file or reference number for charge back purposes.
     
    Policy Issues
     
    We can advise you on such matters as selection of the appropriate loan policy; exceptions and exclusions from "Standard Coverage"; availability of endorsements specifically tailored to your transaction; co-insurance and reinsurance matters and considerations; and issues to consider prior to:
    1. loan workout negotiations;
    2. mortgage modification discussion and agreements, and
    3. foreclosure and deed-in-lieu of foreclosure matters, including whether or not the lender should consider purchasing a new Owner's Policy of Title Insurance..
    Title Insurance Agency
     
    Title Law Associates™ is the owner of a title insurance agency known as TLA Commercial Abstract Co. We are Agents for Old Republic National Title Insurance Company and Stewart Title Guaranty Company. We provide referral services nationally and would gratefully accept commercial title insurance applications throughout the Commonwealth of Pennsylvania.
